Safer Roads for Children: FIA School Assessment Toolkit Project Successfully Implemented in Armeniaby aridsdillsmith on 2024년 12월 18일
Mobility newsThe year-long project sought to assess and improve safety in two school districts (Gyumri and Vanadzor).Vanadzor and Gyumri both share significant road safety concerns. Of the 40 schools assessed in the cities, 25 received 1-Star ratings from the FIA School Assessment Toolkit, based on iRap’s Star Rating for Schools methodology. 1 Star is the lowest possible rating – and indicates poor safety measures in the roads and pedestrianized areas around schools.Following the assessment, two schools were chosen for further intervention – Gyumri Community School no.24 and Vanadzor Community School No.10.In Gyumri, a pedestrian-activated traffic light was installed, and appropriate signage, and speed limits were implemented. These interventions helped the school to achieve a 5-Star rating – the best school safety it’s possible to achieve.Meanwhile, at the school on Aghayan Street in Vanadzor, improved road markings, essential signage, and a new 30 km/h speed limit were introduced, resulting in an elevated safety rating of 4.7 stars.400 students have ultimately benefitted from the programme.The FAA will now seek to broaden the initiative – ultimately assessing and improving the star ratings of schools across the nation.Road safety is a key priority at the FIA. FIA newsIn the Federation’s 120th year, the Automobile Club d'Italia received the Heritage Cup for their work on the circuit of Monza, while the Azerbaijan Automobile Federation received the first ever Heritage Promotion Cup for their Classic Car exhibition. Automobile Club d’Italia’s collaboration with the Autodromo Nazionale Monza has helped to preserve the track’s unique heritage for future generations. Now more than 100 years old, the track has succeeded in maintaining a balance between its history and its vision for the future — combining classic car exhibitions and vintage motorsport events, with concrete sustainability commitments (as recognised by a 3-star rating from the FIA Environmental Accreditation Programme) and a forward-looking community outreach programme. This work has helped to secure the track’s place both on international calendars and in the annals of history. Meanwhile, the Azerbaijan Automobile Federation was recognised for its Classic Cars exhibition, organised in collaboration with France’s National Automobile Museum and Germany’s prestigious ‘Classic Remise’. Hosted at the Heydar Aliyev centre in the heart of Baku, the exhibition brings together an impressive range of classic cars from manufacturers around the world - including an 1892 motor carriage, a 1956 Mercedes Benz 300 SL Gullwing, and a 1967 Jaguar E-Type. The impressive exhibition both serves as a hub for classic car collectors, and as a resource for families, historians, and technologists interested in finding out more about the history of motorsport and mobility around the globe. The Founding Member Clubs’ Cups form part of the FIA’s wider work to preserve motorsport and mobility heritage around the world. Separately, the Federation’s International Historical Commission (CHI) carries out extensive advocacy work to ensure the ongoing development and preservation of the historical vehicle community around the world. These awards were chosen by popular vote from thousands of fans across the FIA’s social media platforms.Another new feature provided one of the standout moments of the evening, when the FIA Lifetime Achievement Award was announced. Rallying legend, pioneer of the FIA’s Women in Motorsport activities and dedicated rally safety advocate, Michèle Mouton, received a standing ovation from the crowd and received her award from FIA President Ben Sulayem.Max Verstappen received the FIA Formula One World Drivers’ Champion trophy for the fourth consecutive year, joined in Kigali by the man who piled the pressure on in the second half of the season, McLaren’s Lando Norris, who takes home the runners-up trophy. Charles Leclerc returned to the FIA Awards for the second time, finishing third for Ferrari, while it was McLaren’s Zak Brown and Andrea Stella taking the Constructors’ trophy after a thrilling fight that went down to the final race in Abu Dhabi.The most decorated manufacturer of the evening was, however, Toyota, with the TOYOTA GAZOO Racing teams triumphing in the FIA World Rally, Rally-Raid and Endurance Championships in 2024.Thierry Neuville and Martijn Wydaeghe reached the pinnacle of the rally world after five previous runners-up finishes in the WRC, sealing the title at the last round in Japan, while in W2RC it was the third consecutive drivers’ honours for Nasser Al-Attiyah and the first for his co-driver Edouard Boulanger.There was an incredible seventh appearance for Johan Kristoffersson at the FIA Awards, as the Swedish driver again proved unmatched in the FIA World Rallycross Championship which this year uniquely pitted sustainably-fuelled ICE cars against full EVs in a ‘Battle of Technologies’.Back to circuit racing, and it was another incredible year in the FIA World Endurance Championship, with the Hypercar category going from strength to strength. In yet another title-deciding season finale, it was Pascal Wehrlein who triumphed.Looking to the future, the FIA Awards brings the spotlight on those drivers who are rapidly rising through the ranks of motor sport. He then reflected on the achievements of 2024, driven by the commitment of the FIA Members, both to advance motorsport and strengthen mobility. The Automóvil Club del Ecuador (ANETA) was awarded for its contribution to Road Safety, Saudia Automobile and Motorcycle Federation (SAMF) for its commitment to Climate Action, and the Automobile Club d’Italia (ACI) for its efforts in promoting Equality, Diversity and Inclusion. Read the full release here. 2024 Forecast and 2025 BudgetThe FIA forecasts to complete its financial turnaround this year, with an operating result of € 2.2m — a remarkable improvement given that it stood at €-24.0m in 2021. The 2024 operating result is forecast to not only be the best of the last seven years, it would also be the first positive one since 2018, marking an important milestone for the Federation. The General Assemblies approved a 2025 operating result budget of € 0.3m. This includes new initiatives of €-3.7m, further strengthening the FIA’s dedication to growth in its promotion of Motorsport and Mobility. Amendments to the FIA Statutes Several amendments to the FIA Statutes were approved by the FIA General Assemblies, including those related to the: Distribution of rights between Full and Associate Members, including the creation of a provisional membership categoryMajority rulesTransformation of the specialised CommissionsMandate of members who are no longer endorsed by the FIA Members which proposed their applicationMandate and election process regarding the FIA CourtsMobility Regions – Belize to belong to FIA Region IIIRelated Party AgreementsEthics CommitteeAudit CommitteeThe amendments related to the Ethics Committee are serving three objectives aimed at strengthening good governance: First, to preserve and enhance the independence of the Ethics Committee by reducing the involvement of the FIA Administration in its operation. The Ethics Committee previously only reported to the FIA President, it now reports to both the FIA President and the FIA Senate President. The Committee also now has the power to independently assess whether or not to launch an investigation. Second, to avoid leaks of confidential material— including Ethics Committee reports — that can harm good governance by compromising security, undermining trust and disrupting decision-making processes, the General Assemblies have voted the amendment limiting the distribution of any Ethics Committee Report. This does not prevent either the FIA President or the FIA Senate President from involving Senate members or other Members of the FIA or its staff in discussing or implementing any recommendations from the Ethics Committee. Finally, Ethics Committee Reports can often contain material of a confidential nature including criminal or safeguarding issues. It was therefore necessary to limit the automatic sharing of this information with multiple Members and FIA staff. Limiting the distribution of such reports will also protect the complainant and individual subject to the investigation.The amendments related to the Audit Committee aim to clarify that the Committee is an advisory body to the FIA Senate operating within the limits of the FIA Statutes, and to guarantee that the Internal Regulations of the Audit Committee will, in future, be approved by the FIA Senate. The Audit Committee retains its powers to assist and investigate if asked to do so by the FIA Senate President. Amendments to the FIA Judicial and Disciplinary Rules Nine amendments to the FIA Judicial and Disciplinary Rules were approved, including in relation to the withdrawal of intention to appeal and silence, and the extension of the International Tribunal’s Jurisdiction. Amendments to the FIA International Sporting Code The FIA General Assemblies approved several amendments to the FIA International Sporting Code (ISC).Among the adopted amendments, two in particular, serve the FIA’s broader objectives. The first one is the extension of the definition of misconduct under Article 20 to cover incitement. In alignment with the United Against Online Abuse campaign and the FIA President’s commitment to protecting all those involved in motorsport against online toxicity, this change to the ISC will contribute to create a more responsible and respectful environment not only among competitors but also with officials and volunteers. The second one, is the creation of a new environmental observer role, whose exact responsibilities will be defined under Appendix V to the ISC. This creation marks a milestone in the commitment of the Federation to building a greener future for motorsport and improving sustainability around its World Championships events. As a consequence of this adoption the failure to follow any environmental regulations and/or requirements laid down by the ASN and/or the FIA within the framework of any FIA World Championship (from 1 January 2026) and any other International or National Championship, Cup, Trophy, Challenge, Series, and Competition (from 1 January 2027) will be considered a breach of rules. Sport newsFinancial results to date for 2024 are marked by a significant reduction of the FIA’s operating costs driven by an increase in revenues and savings.The improved operating status, confirmed during both World Council meetings in Kigali, shows a return to profitability despite a number of new initiatives.The FIA forecasts an operating result of €2.2m in 2024 – a remarkable improvement given that it stood at €-24.0m in 2021. The forecast operating result would be the best of the last seven years and the first positive one since 2018.This turnaround underlines the progress being made in bringing robust financial governance and efficiencies to the federation. A number of measures have been introduced to streamline the FIA’s accounting and reporting procedures to create a sustainable financial model.This accomplishment is the product of a wide-ranging reform of the FIA introduced by the FIA President Mohammed Ben Sulayem. This included a fully independent financial audit of the FIA.FIA President Mohammed Ben Sulayem said: “This achievement is a result of our commitment of reform of the organisation in the areas of governance and finance.“The new FIA leadership inherited a financial situation which was not sustainable in 2022.
